Consultant – Global Alliance for Literacy Action Plan

• Design and develop the operationalisation and implementation plan for the Global Alliance for Literacy Community of Practice on the Moodle-based UIL Learning Hub
• Define access, participation and contribution mechanisms for Global Alliance for Literacy members
• Design the operational set-up of the Community of Practice and its Advocacy, Policy and Programme Innovation, and Literacy Foresights Labs
• Consult with relevant UIL teams and identify how UIL Learning Hub functionalities can support the GAL Action Plan
• Map operational roles to Learning Hub roles and permissions
• Define account creation, GAL membership linking, onboarding, participant journeys, language, accessibility and low-bandwidth approaches
• Propose Lab structures, open and restricted spaces, activities, resources and activity templates
• Develop phased activation options and initial 2027 programming and activity calendar
• Develop an operational coordination and community management framework, including moderation, participation, data protection, content ownership and licensing
• Identify Learning Hub indicators that can evidence GAL Action Plan results for annual reporting
• Develop an outline for a virtual launch workshop
• Consult with UIL, revise the work based on validation, and deliver the final implementation plan and launch workshop outline
• Advanced university degree in education, lifelong learning, adult learning and education, or a related field
• At least seven years of relevant professional experience in adult learning and education
• Demonstrated experience in the field of literacy
• Proficiency in English and French
• Mother-tongue-level English for the work
• Ability to produce publishable-standard drafts and reports
• Knowledge of grammar, spelling, punctuation, referencing, document structure, bibliography consistency and acronym management
• Ability to submit a consolidated PDF proposal of no more than 5 pages containing the required project approach, financial proposal and short CV
