Consultant – Community Engagement and Communication, Youth Participation in TVET

• Provide ongoing strategic oversight and technical assistance to community engagement partners
• Support the design, execution and monitoring of research-informed social marketing campaigns
• Translate evidence-based research into localized, community-driven campaign activities
• Support monitoring of campaign reach and behaviour-change pathways, adaptation of approaches and documentation of learning
• Coordinate with the STRIVE technical team, Women’s Rights Organizations, youth champions, TVET providers, private-sector partners and community representatives
• Identify barriers affecting young people’s participation in TVET, particularly young women and other underserved groups
• Facilitate awareness and outreach initiatives and strengthen linkages among communities, TVET providers and stakeholders
• Support communication and campaigning activities promoting inclusive participation in TVET and skills development
• Identify and challenge harmful social norms restricting youth and female participation in Agriculture and Hospitality & Tourism TVET programs
• Review research, district recommendations, labour-market and TVET ecosystem evidence and translate findings into campaign priorities
• Support audience and influencer targeting and analysis of social norms, attitudes, practices and accessibility barriers
• Facilitate behaviour-change pathways linking barriers, behaviours, influencers, messages, engagement approaches and channels
• Co-design campaign strategies, messages, activities, channels and implementation plans
• Provide technical coaching and accompaniment during campaign implementation
• Facilitate inception, evidence synthesis, norm prioritization, co-design workshops and implementation planning
• Produce workshop facilitation reports, a social marketing and engagement strategy, partner-specific implementation plans and progress trackers, and a knowledge-transfer and learning-synthesis report

• Demonstrated professional experience in developing campaign activities for community engagement and BCC-focused social marketing activities
• Experience applying gender equality and social inclusion principles, including working with women, youth and/or persons with disabilities
• Experience facilitating participatory processes and strengthening the capacity of local organizations or community-based partners
• Knowledge of Sri Lanka’s TVET, youth employment or skills-development context is highly desirable
• Excellent communication and written Tamil skills required
• Fluency in English is preferred
• Sinhala is an advantage
• Demonstrated ability to produce clear and concise quality reports and learning documents
• Submit CVs describing experience in campaign strategy development and processes for community engagement and social marketing

• Possible contract extension
• Working days negotiable depending on project requirements
